OUR CHARTER/MISSION
The Westchase Express Inc. (WCE) and the HCSL charters outline their purpose, values, and how they will measure success. Both Charters are important to communicating what they will do, and what they stand for as organizations and as a league. Their Charters are essential basis's for their decision-making processes and strategies to attaining their goals and to ensure future endurance of services provided to the Houston marketplace.
The WCE and HCSL Missions are very much similar and they reflect how the success of their charters are used for the betterment of the community. Both Missions communicate their focuses on the players development, establishes a foundation for how the league and organizations will greatly impact our youth. Furthermore they are essential to ensuring that our decisions and strategies are aligned with the goals of the organization and the services provided as part of the league.
WCE is a community based 501(c)(3) organization that is dedicated to the development of our future leaders, whereas, the HCSL shall be used as a vital tool, by WCE, to reach out to an even larger population of our youth through the game.
Both the WCE and HCSL purposes are to benefit society in a tangible way, by forging our future leaders, without regard to economic constraints faced by many.
Our strategy is to us our "National Pastime" and the vast level of experience of our staff to provide a safe, nurturing and positive environment that will be dedicated to helping young athletes to further develop their natural persistence, determination, discipline, dedication, resiliency, work ethic, heart, leadership skills, connections with, and respect for, others, not only in competition, but in life.
OUR SHARED CORE VALUES
- Patience : Understand that good things take time, and that one must progress at the appropriate rate and not trying to get somewhere too soon.
- Faith : Believe in your purpose, trust that you can succeed, and have peace of mind no matter the outcome.
- Integrity : Ensure that purity of intentions of your decisions and commitments are without compromise.
- Respect : It is important to at all-time respect the game, your opponents, your teammates, your coaches, and your parents, however, it is most important that you respect yourself.
- Reliability : Reliability builds trust, which allows all members of the team to know that the others will do their job, even during difficult times.
- Accountability : The responsibility for ones actions as an individual or an organization.

We are successful when:
- Our youth learn to start each day with a sense of purpose and end the day with a sense of accomplishment.
Our programs and members have learned and accepted that success is not measured by wins or losses, but only through the understanding and acceptance of the behavior blue print that is essential to becoming the best they can be.
- Our ability to influence and guide our youth is without hesitation and/or fear of failure.
Our organization has earned the respect, loyalty, and trust of both those who aspire to be more, and the communities that look to them as their future.
- Our members, partnering organizations, families, and fans have upheld our standards, expectations, and have contributed positively to our reputation.
- Our members attend higher levels of education, graduate, and become positive role models in our communities.
WCE MISSION STATEMENT -- "Developing the body, mind, and spirit for the betterment of the community through the reinforcement of teamwork, sportsmanship, leadership, and a positive community citizenship."
HCSL MISSION STATEMENT -- "The HCSL is dedicated to providing safe and competitive baseball to teach young players life lessons, hone mental and physical skills, and instill respect for the rules of the game and the ideals of sportsmanship and fair play."
